If the chromebook is not powering on with the power supply it could possibly be stuck in between the shutdown and startup loop. To determine this you would hold the power button down for 1 minute and release, then hit the power button again. If it powers on it was stuck in the loop, if you still have no power even while being plugged in you can try the procedure below.
Wipe a Chrome device
The exact steps for your device might vary. If your Chrome device is listed below, follow those steps. Otherwise, here are generic steps that apply for any Chromebook or Chromebox.
1. Press and hold Esc + Refresh , then press Power
.. A yellow exclamation point (!) is displayed.
2. Press Ctrl + D to begin dev mode, then Enter. A red exclamation point is displayed.
3. Press Ctrl + D. The Chromebook deletes its local data, returning to its initial state. This takes approximately 15 minutes.
If this works the device has power and needed an OS reset, and will now need to be re-enrolled into the management console.
If none of the above steps worked then I would suggest you contact the insurance company to have it addressed as a possible hardware issue.
